Council Member Evelyn Reed declared a quorum and called the meeting to order. Introductions were
made around the room.
Council Member Reed asked for a motion to approve the minutes from the February 13th, 2020 meeting.
Council Member Frank Baptist made a motion to approve. Council Member Judd Hart second. Motion
carried.
Community Services Agenda:
Condemnations – James Helton
James Helton presented the committee with a list of houses on the condemnation list. Discussion was
made around the room. Council Member Judd Hart made a motion to accept the condemnation list.
Member Steve Brown second. Motion carried.
Revision of Resolution 1 of 2020 – Brad Jordan
Brad Jordan presented the committee with the revision of Resolution 1 of 2020, which was tabled from the
last meeting so that all the committee members could review the revision. Discussion was made around
the room. Council Member Frank Baptist made the motion to accept the revision of Resolution 1 of 2020.
Council Member Jocelyn Cash second. Motion carried.
Sign Ordinance Revision – Danny Ketchum
Danny Ketchum presented the committee with a new proposed sign ordinance. Some definitions were
not up-to-date and the ordinance needed to match all zoning district references due to the adoption of
the new Zoning Regulations. A public hearing was recommended. Discussions were made around the
room. Council Member Steve Brown made a motion to table the revision of the Sign Ordinance until the
next meeting. Council Member Frank Baptist second. Motion carried.
Census Proclamation – Brad Jordan
Brad Jordan presented the committee with the recommendation of making the month of April “Census
Month”. Council Member Judd Hart made a motion to approve the month of April as “Census Month”.
Council Member Jeff Hamm second. Motion carried.
Electric Utility Power Rate – Karen Scott
Karen Scott presented the committee with a summary of the Cost of Service study that was completed in
2018 and rate adjustment recommended for Benton Utilities Electrical Department. This study focused
on the larger power service customers, Coors Tek and Saline Memorial Hospital. Benton Utilities would
like to have a rate reduction for the larger customers, with a slight increase for the customer charge.
Council Member Judd Hart made a motion to approved the new rates. Council Member Steve Brown
second. Motion carried.
Animal Control Agenda:
Return Fees for Pets – Ms. Hill
Terry Parsons presented the committee with the Animal Control Fees. The fees were compared to the
surrounding cities. Mr. Parsons recommended that the fees stay the same. Council Member Steve Lee
made a motion that no changes are to be made to the Benton Animal Control Fees. Council Member
James Herzfeld second. There was a three to three vote with one member withdrew from voting. Motion
did not carry. The fees will remain the same.
