MySaline posts whenever we hear of a sex offender registering a new address in the county. Most times, there is a photo of the offender along with an approximate address. Occasionally, the ACIC doesn’t have a photo to display with the registry record. When this happens, I will almost certainly get messages asking why. I took the time to ask ACIC for you – so here is the answer:

ACIC is regulated by state law. In order for the public access website at www.acic.org to display a picture of any offender, by state mandate, we must have an Arkansas SID number, which is a number generated by the fingerprinting process. All information that is processed by ACIC is fingerprint based. This particular offender is an out of state offender who has moved to Arkansas recently, since this individual was not fingerprinted by this state upon arrest, this must be accomplished during the registration process at the jurisdictional law enforcement level. The fingerprint information is sent to the Arkansas State Police which in turn is then sent to this agency, the SID number from the fingerprint process is then entered into the registry record. At that time we can match the SID number with the photo available and enter it into the website information. Sometimes this takes a bit longer on out of state offenders than the initial information that is released. Rather than wait until the SID number is issued we choose to enter the initial information as quickly as we get it so at least some information is released upon receipt.
