The Saline County Human Resources Committee and the Saline County Quorum Court will meet on Monday, September 16, 2024. The HR Committee will meet at 5:15 P.M. The Quorum Court will meet afterward, at 6:30 P.M. Both meetings will be in Courtroom #3.
The HR Committee will meet on Monday, September 16 at 5:15 p.m. in Courtroom #3 to review the policy changes to the Credit Card Reimbursement and Travel Policy, Overtime and Compensatory Time policy and Holiday and Vacation policy. All the policies with changes are below that will be reviewed.

WHEREAS, enhancing Saline County law enforcement is an ongoing need which can be met by
the continued employment of victim justice and assistance and certified law enforcement personnel;

WHEREAS, the continuation funding requested through the 2024-2025 STOP Grant Program will
provide ongoing investigation of domestic violence cases; and
WHEREAS, the position of Saline County Sheriff’s Office Domestic Violence Unit Detective funded
by the STOP Program has been grant funded since 2003 with federal funds received as a sub-
grant from the State of Arkansas, Office of Intergovernmental Services, Victim Justice and
Assistance Program; and
WHEREAS, the match requirement for the STOP Grant Program is 28%, and the major part of this
match requirements is met with volunteer hours; and
WHEREAS, members of the Saline County Quorum Court have had an opportunity to review and
comment on this notification; and
NOW, THEREFORE BE IT RESOLVED BY THE QUORUM COURT OF THE COUNTY OF

EXHIBIT “B” – RESOLUTION NO. 2024 – A RESOLUTION AUTHORIZING THE PRELIMINARY GRANT APPLICATION PROCESS FOR THE 2024-2025 VOCA GRANT PROGRAM.
WHEREAS, enhancing Saline County law enforcement and service to victims of domestic violence

Exhibit “C” – APPROPRIATION ORDINANCE NO. 2024 – BE IT ENACTED BY THE QUORUM COURT OF SALINE COUNTY, STATE OF ARKANSAS, AN ORDINANCE TO BE ENTITLED: “AN ORDINANCE TO AMEND THE 2024 SALINE COUNTY BUDGET ORDINANCE NO. 2023-30; TO APPROPRIATE/TRANSFER FUNDS THEREFORE TO THE VARIOUS BUDGETS; AND, FOR OTHER PURPOSES.”
WHEREAS, the County received an insurance reimbursement check for a totaled fleet vehicle in the
amount of $27,210.00 the Sheriff requests to appropriate the funds in the County General Fund and
transfer funds in the Sheriff’s 10% Retention Fund to purchase a new fleet vehicle for the department
(Article 1); and,
WHEREAS, the Sheriff’s Department needs to purchase a group of cameras related to traffic control
and the related software, the Sheriff requests to transfer line items in the Sheriff’s 10% Retention Fund
(Article 2); and,
WHEREAS, we are continuing to streamline coding expenditures to the most proper line items, the
County Judge and Road Department request to transfer line items in the Road Department budget to
more appropriately reflect actual expenses for the various projects and overlay of additional roads
(Article 3); and,
WHEREAS, the Quorum Court appropriated funds in 2022 for the re-roofing of the current detention
center as per approved bid, but there were some issues with the company during the project and
providing the County with the warranty for the replaced roof. We have received the warranty, and the
Maintenance Department requests to transfer funds and re-appropriate funds in Fund 3017 – Jail Fund
for the payment of the replaced warrantied roof (Article 4); and,
WHEREAS, the Finance Committee previously met and approved this request.

Exhibit “D” – EMERGENCY ORDINANCE NO. 2024 – BE IT ORDAINED BY THE QUORUM COURT OF SALINE COUNTY, STATE OF ARKANSAS, AN ORDINANCE TO BE ENTITLED: “AN ORDINANCE TO ESTABLISH A SPECIAL REVENUE FUND TO BE CALLED THE RAPID DNA SYSTEM PILOT PROGRAM FOR INVESTIGATIONS GRANT FUND; AND TO DECLARE AN EMERGENCY.”
Article 1.
Affirmation. It comes before this Court that there is a need to establish a special
revenue fund on the books of the county to track the revenues, expenditures and/or appropriated
transfers of federal assistance for the Rapid DNA System Pilot Program for Investigations Grant.
This Court recognizes and affirms the need for such a fund to properly account for and control all
such revenues received and expenditures made in compliance with all applicable laws and guidance
from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA)
and the State of Arkansas
Article 2. Establishment of Fund. There is hereby created on the books of the Saline County
Treasurer and the books of the Saline County Comptroller and Financial Management Department
a special revenue fund to be known as the Rapid DNA System Pilot Program for Investigations Grant
Fund with a fund number of
as assigned by the Saline County Quorum Court. The revenue
code for the federal assistance received will be the Rapid DNA System Pilot Program for
Investigations Grant is “Other Federal Grants – Revenue Code 7109.”
Article 3.
Operation of Fund. The Rapid DNA System Pilot Program for Investigations Grant
Fund is subject to all the normal county budgeting, appropriation and expenditure regulations of
Arkansas Code Annotated, Title 14 and the County Financial Management System implemented in
accordance with § 14-21-101. Funds must be used only in accordance with guidelines issued by the
U.S. Treasury and U.S. Department of Justice, Office of Justice Programs, Bureau of Justice
Assistance (BJA). Proper records and documentation must be maintained for federal audit purposes.
Article 4.
Emergency Clause. It is found by this Court that the grant has been awarded and
accepted based on the application approved in Resolution 2024 – 11. This grant has a grant period
retroactive to March 2024 through March 2028 and allows the County to use both a reimbursement
and a drawdown of funds method, which therefore, making it necessary to establish the Rapid DNA
System Pilot Program for Investigations Grant Fund in order to be able to properly track the revenue,
appropriated expenditures and/or appropriated transfers. Therefore, an emergency is declared to
exist and this ordinance shall be in full force and effect from the date of passage and approval.

EXHIBIT “E” – RESOLUTION NO. 2024– A RESOLUTION DECLARING A VACANCY IN THE OFFICE OF COUNTY ASSESSOR, SALINE COUNTY, ARKANSAS.
WHEREAS, Bob Ramsey, who presently holds the office of County Assessor of Saline County,
Arkansas, has announced his retirement from his position effective December 31, 2024; and
WHEREAS, as required by Arkansas Code Annotated § 14-14-1309, it is the obligation of the
Quorum Court of Saline County, State of Arkansas, to declare by resolution that a vacancy will
occur in the office of the County Assessor; and
WHEREAS, under Arkansas Code Annotated § 14-14-1310, the quorum court is authorized to
fill the vacancy in the unexpired term by appointment;
NOW, THEREFORE, BE IT RESOLVED BY THE QUORUM COURT OF SALINE COUNTY,
ARKANSAS THAT:
Article 1.
A vacancy is declared to exist in the Office of Assessor of Saline County,
Arkansas, from the retirement of Bob Ramsey, effective midnight December 31, 2024;
Article 2.
The quorum court shall appoint an eligible person to serve in the capacity of
County Assessor from January 1, 2025 to the expiration of the term;
Article 3.
This Resolution shall be effective midnight December 31, 2024.

MEETING MINUTES FROM AUG 19, 2024
The Saline County Quorum Court met on Monday, August 19, 2024 at 6:30 p.m. in
Courtroom #3 at the Saline County Courthouse. County Judge Matt Brumley called the meeting to
order. Justice of the Peace Jim Whitley gave the invocation and Justice of the Peace Clint Chism led
the Pledge of Allegiance.
Roll call was taken with 11 members present. Justin Rue was not in attendance. JP District 2
is vacant.

increase a now established employee that was hired on 10/30/2023 to $18.14 per hour due to the 2
years plus experience as a correctional office the employee has brought to the position with retro
back pay to pay period of February 3, 2024. This has been delayed due to waiting on this employee
and other new hires to complete their 90 day probation to ensure employment stability with the
County. Action Item approved unanimously by voice vote.

Judge Brumley also reported that the most recent FOI Request had been fulfilled and took
171.25 hours, 2 employees and a total of 17,301 documents.
