EXHIBIT “A”
APPROPRIATION ORDINANCE NO. 2025 – _
BE IT ENACTED BY THE QUORUM COURT OF SALINE COUNTY, STATE OF ARKANSAS, AN ORDINANCE
TO BE ENTITLED:
“AN ORDINANCE TO AMEND THE 2025 SALINE COUNTY BUDGET ORDINANCE NO. 2024-35; TO
APPROPRIATE/TRANSFER FUNDS THEREFORE TO THE VARIOUS BUDGETS; AND, FOR OTHER
PURPOSES.”
WHEREAS, the County Clerk received various reimbursements from various cities and school districts for election
expenses. The County Clerk requests to appropriate these funds to his election budget in Fund 1000 – County
General Fund, 0109 – Election Commission Department (Article 1); and,
WHEREAS, the Detention Center needed an emergency unforeseen plumbing repair for a main plumbing trunk line
under the facility. The County Judge and Sheriff request to transfer funds in Fund 3415 – Law Enforcement &
Detention Center Fund, 0418 – Jail Maintenance Department budget (Article 2); and,
WHEREAS, the Airport Commission approved a 3% bonus for one of the employees related to the performance for
the 2024 year. The Airport Commission requests to transfer funds in Fund 7001 – Airport Fund budget (Article 3);
and,
WHEREAS, the Airport Commission received a joint state and federal grant for work on the taxiway at the airport.
The Airport Commission requests to appropriate funds in both Fund 3514 – Airport State Grants Fund and Fund 3762
– Airport Federal Grants Fund budgets (Article 4); and,
WHEREAS, the Sheriffs Office was approved for the reimbursable 2025 STEP grant consisting of payroll and
equipment. The Sheriff and the Financial Management Department request to upfront a portion of the reimbursable
grant from Fund 1000 – County General Fund and appropriate funds in Fund 3737 – STEP Grant Fund budgets.
Funds will be transferred back to Fund 1000 – County General Fund upon reimbursement of the grant expenses
(Article 5); and,
WHEREAS, the employee currently paid from our Soil Conservation budget has a retirement match required and the
employee that retired not meet the requirements for retirement match. The Financial Management Department
request to appropriate funds in Fund 1000 – County General Fund, 0810 – Soil Conservation budget (Article 6); and,
WHEREAS, the Assessor has a leadership position in her office that she needs to replace as soon as possible due
to this being such a busy season for her office. The Assessor is requesting to transfer funds in Fund 1000 – County
General Fund, 0105 – Assessor Department budget in order to fill this position (Article 7); and,
WHEREAS, the Road Superintendent retired. The County Judge is requesting to transfer funds in Fund 2000 –
County Road Fund budget in order to replace that key position as soon as possible (Article 8); and,
WHEREAS, Finance Committee previously met and approved this request.
NOW THEREFORE BE IT ORDAINED BY THE QUORUM COURT OF SALINE COUNTY, ARKANSAS:
Article 1. That the sum of $85, 117.17 is hereby appropriated in Fund 1000 – County General Fund,
0109 – Election Commission Department budget and anticipated revenues increased as follows:

REPORTS
A Report of Disposal of County Property, listing all county property disposed of,
along with the Court Orders, was given to each Committee member.
PROCLAMATION
Judge Brumley and Justices Billingsley and Hatcher recognized the Bryant
High School for their tremendous team work in winning the 7A State Championship for 2024.
PUBLIC WORKS AND SAFETY COMMITTEE MEETING
Chairman Pat Bisbee called the meeting to order. Motion made by Justice Rue, second by
Justice Bellinger, to approve the minutes from the Public Works & Safety Committee Meeting
held on February 3, 2025. Vote was unanimous, motion carried.
Exhibit A: Ordinance Establishing a Moratorium on the Construction of Commercial
Wind-powered Devices, including Wind Turbines: Justice Whitley asked if there was a
project that was expecting to use wind-powered devices, Justice Crowson said that she had
checked with a Planning Board member and there are none that they are aware of. Chairman
Bisbee asked Judge Brumley if he was aware of any projects using wind-powered devices and
Judge responded there are not any in Saline County. Motion to Approve by Justice Johnson, no
second. Justice Whitley recommended that it be tabled until the QC has had adequate time to
research the issue. Justice Rue seconded the motion, vote was unanimous, Exhibit “A” tabled
for now.
Exhibit B:
Ordinance Authorizing the Sheriff’s Department to Transfer an unused
Department vehicle to the City of Marked Tree: Motion to approve made by Justice
Bellinger, second by Justice Rue. Chair asked if there was any discussion and Justice Engel
stated that this Ordinance does not have an emergency clause on it as it is not an emergency
for Saline County. However, Marked Tree is asking for the transfer to be immediate, so
therefore, if it makes it out of Committee, Justice Engel would ask that the Quorum Court would
suspend the rules to be able to pass this Ordinance immediately. There was some discussion
about the value of the vehicle, which was referred to Sheriff Wright. He shared that the vehicle
had been sitting for two years, needed major repairs, they have attempted to sell it multiple
times through Purple Wave Auctions, with no success. At this point the Sheriff’s office is
unwilling to repair it. Marked Tree is only being charged the price of a replacement key as there
is no key. Marked Tree will pay to have it moved. Vote was unanimous, motion carried.
Chairman Bisbee stated he would entertain a Motion to Adjourn. Motion made by Justice
Whitley, second by Justice Billingsley. Vote was unanimous, meeting adjourned.
FINANCE COMMITTEE MEETING
In the absence of Justice Curtis, Justice Engel called the Finance Committee Meeting to Order.
Motion made by Justice Bisbee, second by Justice Rue, to approve the minutes from the
Finance Committee Meeting held on February 3, 2025. Vote was unanimous, motion carried.
Exhibit C: Appropriation Ordinance to Amend the 2025 Saline County Budget Ordinance
No. 2024-35 – Motion to approve made by Clint Chism, second by Jim Whitley. Vote was
unanimous, motion carried. After discussion about each article, a vote was called for. Vote was
unanimous, motion carried.
ACTION ITEM: Increase new hire in the Felony Case Coordinator position in the Prosecuting
Attorney’s Office to the budgeted amount of $38,268 and retro pay that rate back to the
employee’s starting date due to the added value brought to this position from the years of
experience. No budget changed is needed. Angie Drummond explained the request, Justice
Whitley stated that it was approved by the JESAP and HR committees. Motion to Approved
made by Justice Billingsley, second by Justice Chism. Vote was unanimous, motion carried.

OTHER BUSINESS:
Justice Chism asked when the next litter pick-up is scheduled Justice
Bellinger said that it is scheduled for April 26h, the first meeting of the Keep Saline Clean Committee will be March 18* at 6:00 p.m. at the Recycle Saline meeting. We have eight of the thirteen positions filled, we still need volunteers from Districts 1,2,3 & 13. So if you know of anyone interested, let Justice Bellinger know. Justice Engel has agreed to be the co-chair of this committee. Tiffany Dunn, with Recycle Saline, is excited to be involved in this project.
