Saline County Quorum Court Meeting Minutes from December 18, 2023:
The Saline County Quorum Court met on Monday, December 18, 2023 at 6:30 p.m. in Courtroom #3 in the Saline County Courthouse. County Judge Matt Brumley called the meeting to order. Justice of the Peace Jim Whitley gave the invocation and Justice of the Peace Justin Rue led the Pledge of Allegiance.
Roll call was taken with 12 members present. District 12 is currently vacant.
Motion by Rick Bellinger and seconded by Justin Rue to approve the Minutes from the November 20, 2023 Quorum Court Meeting. Motion passed unanimously by voice vote.
REPORTS/PROCLAMATIONS:
Exhibit “A”: Results of Arkansas Legislative Joint Audit Report for Saline County 2022 presented by Angie Drummond, Comptroller. She stated that there were “no audit findings,” meaning it was a good report.

Exhibit “C”: Motion by Carlton Billingsley and seconded by Barbara Howell for approval of Ordinance Amending 2023 Saline County Budget Ord. 2022-36. Roll call vote; motion approved unanimously. Ordinance 2023-29.
Exhibit “D”: Motion by Carlton Billingsley and seconded by Rick Bellinger to approve Ordinance Approving 2023 Saline County Annual Budget. Roll call vote; motion approved unanimously. Ordinance 2023-30
ACTION ITEM:
Motion by Keith Keck and seconded by Pat Bisbee to Approve Previously Appropriated
Funds from the Animal Control Fund CO be sent to the Saline County Humane Society and the Hot Springs Village Welfare League. Motion approved unanimously by voice vote.
ANNOUNCEMENTS:
Judge Brumley announced that the next Committee Meeting will be held on Tuesday,
January 2, 2023 due to the holiday. Josh Curtis thanked Judge Brumley, Angie Drummond, the staff and members of the Quorum Court for all of the hard work resulting in approval of the budget and a good audit.
Judge Brumley thanked the members of the Quorum Court, the elected officials and county staff for working so well together and making his first year as County Judge a good one He further stated he is looking forward to an even a better year ahead.
