Shannon Hills Mayor Jailed

Lt. Courtney at Saline County jail reports that Shannon Hills Mayor Larance Davis was in jail on three counts of not paying his taxes, but is out now, and it has apparently become a State Police investigation.

As of 1130 pm Friday May 22, 2009, Sandy Vosburg, City Clerk of Shannon Hills, will serve as interim Mayor until an election can be held.
Vosburg’s daughter, Toni Cobb, is an alderman in Shannon Hills, Ward 2, Position 1.

Shannon Hills Mayor to Plead Guilty and Resign from Office
Benton – Friday, May 22
Saline County Prosecuting Attorney Ken Casady announced this morning that a plea agreement has been reached in the Prosecutor’s case against current Shannon Hills Mayor Larance Davis. Davis is scheduled to plead guilty to a Class D Felony “Failure to File State Income Taxes” and one misdeanor count of “Attempted Failure to File State Income Taxes” at 11:00 a.m. before Saline County Circuit Judge Bobby McCallister. Conditions of the Mayor’s plea agreement include: his immediate resignation from office, serving six years probation, paying a $1,000.00 fine and remedying his income tax situation to the satisfaction of the Department of Finance and Adminsitration.
“These charges result from a longrunning investigation into irregularities in the City of Shannon Hills finances” said Casady. The FBI, Legislative Audit, the State Police and the Prosecuting Attorney’s Office all had a part in the investigaion.
The record keeping at the City of Shannon Hills was so poor that it was difficult for investigators to prove if there was any wrongdoing with City funds that would be attributable to any City Employee or Official. However, during the course of the investigation these crimes committed by the Mayor came to light. Casady said.
Casady explained the progression of the case. “This case proceeded quickly and the Mayor and his Counsel have been cooperative. Though the crimes that we can prove beyond a reasonable doubt were not crimes involving the Mayor’s City duties, it is imperative that the Mayor be removed from office as quickly as possible. This plea agreement accomplishes that by gaining the Mayor’s immediate resignation. Also it punishes the Mayor for the crimes he commited and provides a mechanism for the State to get any restitution it is owed.”

Shannon Hills To Pick New Mayor By Election
Sandra “Sandy” Vosburg has been serving as Interim Mayor for Shannon Hills, and in an interview with KATV tonight after the City Council meeting, she said that she would have preferred being named as Mayor. Instead, the Council voted to have a special election by the people, which will take place in about two months.
Larance Davis held the Mayor position until recently turning himself in for non-payment of taxes.
