In cooperation and collaboration with numerous local, state and Federal law enforcement agencies, Roy Franklin Duncan has been arrested and is currently in the custody of the Saline County Sheriff’s Office (SCSO).
Sheriff Rodney Wright would not only like to thank all of the agencies that assisted in this manhunt, but would like to especially thank the public for coming forth with abundant leads as to Duncan’s whereabouts. The media should also be commended for broadcasting periodic alerts to Saline County citizens.
Thursday afternoon at approximately 2:00 pm, members of the United States Marshal Service (USMS), Eastern Arkansas Fugitive Task Force established a dialogue with Duncan. Duncan was inside of a residence in the 18000 block of South Alexander Road. Being expert negotiators, members of the USMS Fugitive Task Force were able to have Duncan exit the residence and surrender to officers/agents. Duncan was arrested without incident.
Duncan appeared to be under the influence of either drugs or alcohol and as a precautionary measure, medics were dispatched to the scene. Duncan will be evaluated at an undisclosed medical facility and when cleared by doctors, will be transported to the Saline County Sheriff’s Office Detention Center.

Just now breaking: The man who has eluded law enforcement for several days on outstanding warrants, Roy Franklin Duncan – a.k.a. Frank – has apparently surrendered to police after a standoff in Alexander.
Lt. Jeffrey Silk of the Saline County Sheriff’s Office stated that Duncan was arrested without incident outside of a residence in the 18000 block of S. Alexander Road.
