Two Saline County committees will meet on Tuesday, January 2nd at 6:30 p.m. to discuss agenda items. This includes gifting a vehicle, deciding on election commissioner pay, and the budget for the next 12 years.
The meeting will be in Courtroom #3 in the Saline County Courthouse. The address is 200 N. Main St.

BE IT ORDAINED BY THE QUORUM COURT OF THE COUNTY OF SALINE, STATE OF
ARKANSAS, AN ORDINANCE TO BE ENTITLED: “AN ORDINANCE AUTHORIZING THE
SHERIFF’S DEPARTMENT TO TRANSFER AN UNUSED DEPARTMENT VEHICLE TO THE
CITY OF SHANNON HILLS.”
WHEREAS, the Sheriff’s Department is in possession of a 2017 Dodge Charger Pursuit, VIN No.
2C3CDXAT9HH654445 (“2017 Dodge Charger Pursuit”); and
WHEREAS, the 2017 Dodge Charger Pursuit is in excess of 120,000 miles and has remained
unused by the Sheriff’s Department due to extensive repair needs, the costs of which have been
determined by the Sheriff’s Department to be greater than the potential value to the Department
if repaired; and
WHEREAS, the City of Shannon Hills has expressed interest in purchasing the vehicle from the
Sheriff’s Department for one thousand five hundred dollars ($1,500); and
WHEREAS, Ark. Code Ann. § 14-16-116 permits the transfer of County personal property to a
municipality after authorization by the quorum court.
NOW, THEREFORE, BE IT ORDAINED BY THE QUORUM COURT OF SALINE COUNTY,
ARKANSAS:
Article 1. The Sheriff’s Department is hereby authorized to transfer the unused 2017 Dodge
Charger Pursuit to the City of Shannon Hills, Arkansas, pursuant to Ark. Code Ann. § 14-16-116.

APPROPRIATION ORDINANCE NO. 2024-____
BE IT ORDAINED BY THE QUORUM COURT OF THE COUNTY OF SALINE, STATE OF
ARKANSAS, AN ORDINANCE TO BE ENTITLED: “AN ORDINANCE ESTABLISHING THE
COMPENSATION FOR THE SALINE COUNTY ELECTION COMMISSIONERS.”
WHEREAS, Act 356 of 2023 changed the minimum compensation of county election
commissioners to $125 per meeting; and
WHEREAS, the Saline County Quorum Court desires to create a new ordinance establishing the
compensation of its County Election Commissioners as required by Act 356 of 2023.
NOW, THEREFORE, BE IT ORDAINED BY THE QUORUM COURT OF SALINE COUNTY,
ARKANSAS:
Article 1. Each member of the Saline County Board of Election Commissioners shall receive, for
his or her services, the sum of one hundred twenty-five dollars ($125) per public meeting when
official business is conducted up to a total of ten (10) meetings for an election.
Article 2. For each meeting over ten (10) meetings when official business is conducted for an
election, each member of the Saline County Board of Election Commissioners shall receive for
his or her services the sum of twenty-five dollars ($25).
Article 3. Each member of the Saline County Board of Election Commissioners shall receive
compensation of fifteen dollars ($15) per hour worked outside of a public meeting.
Article 4. To receive compensation for work performed outside of a public meeting, each member
of the Saline County Board of Election Commissioners shall file a claim with the Saline County
Clerk documenting tasks completed by the member and the time required to complete those tasks
in order to receive hourly compensation, as required by Ark. Code Ann. § 7-4-111(d).
Article 5. In accordance with Ark. Code Ann. § 7-4-111(e), members of the Saline County Board
of Election Commissioners shall not be paid hourly compensation for tasks completed more than
one hundred (100) days prior to Election Day or more than forty (40) days after Election Day.
Article 6. All Ordinances and parts of Ordinances in conflict herewith are hereby repealed to the
extent of such conflict.

APPROPRIATION ORDINANCE NO. 2024
BE IT ENACTED BY THE QUORUM COURT OF SALINE COUNTY, STATE OF ARKANSAS, AN
ORDINANCE TO BE ENTITLED:
“AN ORDINANCE TO AMEND THE 2023 SALINE COUNTY BUDGET ORDINANCE NO. 2022-36;
ANTICIPATE REVENUE AND TO APPROPRIATE/TRANSFER FUNDS THEREFORE TO THE
VARIOUS BUDGETS; AND, FOR OTHER PURPOSES.”
WHEREAS, the County received revenues in various funds which did not have anticipated revenue line
items in the original budget for 2023 and need to be added as anticipated revenues in accordance with
Ark. Code Ann. 14-20-103 (Article 1); and,
WHEREAS, the County Clerk had an employee that should have had a bonus on their position in FY
2023, and it was not posted in the budget Ordinance 2022-36. The Financial Management Department
requests to appropriate funds in Fund 1000 – County General Fund, County Clerk Department (0101)
budget (Article 2); and,
WHEREAS, the County Judge requests to transfer funds in Fund 1000- County General Fund
Maintenance Department (0108) budget to replace roofs of various buildings due to storm damage a
the Saline County Fairgrounds, and requests to appropriate the insurance claim funds received from
the claims in the County General Fund (Article 3); and
WHEREAS, the County Treasurer has received insurance reimbursement checks from retirees, Saline
County Library and ASU Three Rivers totaling $441,144.65. The County Financial Management
Department (0113) requests to appropriate a portion of these funds to insurance (Article 4); and
WHEREAS, the County IT Department requests to transfer funds in Fund 1000- County General Fund,
T Department (0115) budget for expenses that were coded properly upon payment but budgeted ir
another line (Article 5); and.
WHEREAS, the County Judge requests to transfer funds in Fund 1000 – County General Fund,
Courthouse Maintenance Department (0130) budget to cover the additional insurance on the building
that was not budgeted (Article 6); and
WHEREAS, the County Judge requests to transfer funds in Fund 1000 – County General Fund,
Complex Maintenance Department (0131) budget to cover the maintenance & service contracts for the
energy savings annual contract (Article 7); and
WHEREAS, the Sheriff requests to transfer funds in the County General Fund, Sheriff Department for
various line items (Article 8); and,
WHEREAS, the Sheriff requests to transfer funds in the County Jail Fund, County Jail Department for
various line items (Article 9); and,
NHEREAS, the Sheriff requests to appropriate insurance proceeds received from a totaled vehicle ir
