MEETING MINUTES – OCT 3, 2023
City of Benton, Arkansas Board of Adjustments/Planning & Zoning Meeting – Tuesday, October 3rd, 2023 – 6:00 P.M.
Chairman Stilwell called the meeting to order. Roll call resulted in 1 member[s] being absent.
MEMBERS: Carl West, Brett Chumley, Lois Burks, Darrell Wood, John Clements, Pamela Gibson, James Stilwell (absent), Andy Warford, Mark Chilton, John Parton, Comm. Development Director, Chelsea Matthews, City Planner. (Since Chairman Stilwell is absent, Commissioner Mark Chilton sits in as interim Chair.)
Approval of the Minutes of the September 5th, 2023, Planning Commission Meeting
Chairman Stilwell asked if there were any additions, deletions, or corrections to the minutes. Commissioner Gibson makes a motion to approve the minutes as is. Commissioner West second. Motion carried.

The Grove @ Centennial Valley; Phase 3 [Final Plat – ETJ]
Commissioner Chilton asked Ms. Matthews to introduce the Final Plat for The Grove @ Centennial Valley Phase 3. Ms. Matthews reads the memorandum that states that Jonathan Hope [Hope Consulting] is requesting approval of the Final Plat for The Grove @ Centennial Valley Phase 3. Ms. Matthews states that this project is located within the City of Benton ETJ [Extra Territorial Jurisdiction] so the City is responsible for overseeing the approval process. Commissioner Chilton calls for any comments or questions regarding this request. Jonathan Hope with Hope Consulting speaks in favor of this item. Commissioner Gibson makes a motion to approve this Final Plat. Commissioner West second. Motion carried 7-0.
Other Business – Fire Code Regarding 30+ lots
Ms. Matthews speaks about a potential loophole written within the Fire Code that allows Developers with 30 or more lots to NOT have to have a secondary access point if there is intention to build out a secondary access point at a later phase of Development. Discussion is made around the room regarding a way to close out this loophole. Ms. Matthews states that she will meet with the Fire Marshal to draft an Ordinance for their review.
