Saline County’s May Finance Committee and Quorum Court meetings will take place at 6:30 p.m. on May 18, 2020. The public & media will be able to participate in the meeting by visiting Saline County’s Facebook page. The meeting will be live-streamed.
The public is encouraged to e-mail any comments or questions to [email protected] by 4:30 p.m. on May 18. For those unable to view the meeting through Facebook, Saline County will provide an area in the lobby of the Courthouse where the meeting will be live-streamed. The County will be following all proper social distancing measures and, as such, space will be limited and access will be provided on a first come, first served basis.

RESOLUTION NO. 2020- _________
BE IT RESOLVED BY THE SALINE COUNTY QUORUM COURT THAT THE PETITION OF THE
TURTLE CREEK SUBORDINATE FIRE IMPROVEMENT DISTRICT TO BECOME AND
OPERATE AS A FIRE PROTECTION DISTRICT, IN ACCORDANCE WITH ARK. CODE ANN. §14-
284-226, IS GRANTED.
WHEREAS, Ark. Code Ann. §14-284-226 states that the governing body of a fire department that seeks
to become a fire protection district shall make the request by petition to the quorum court of the county
and that the quorum court shall grant the petition to convert the fire department to a fire protection district
within sixty (60) days of receipt of the petition; and
WHEREAS, the Board Members of the Turtle Creek Subordinate Fire Improvement District have
petitioned the Saline County Quorum Court to become and operate as a fire protection district within
Saline County; and
WHEREAS, the Turtle Creek Subordinate Fire Improvement District shall be known as the Turtle Creek
Fire Protection District and operate in accordance with Ark. Code Ann. §14-284-201 et. seq.
NOW, THEREFORE, BE IT RESOLVED BY THE SALINE COUNTY QUORUM COURT THAT
THE PETITION BY THE TURTLE CREEK SUBORDINATE FIRE IMPROVEMENT DISTRICT TO
BECOME AND OPERATE AS A FIRE PROTECTION DISTRICT WITHIN SALINE COUNTY IS

The Saline County Quorum Court met on Monday, March 16, 2020 at 6:30 p.m. in Courtroom #1
at the Saline County Courthouse. County Judge Jeff Arey called the meeting to order. Justice of the
Peace Jim Whitley gave the invocation and Judge Arey led the Pledge of Allegiance.
Roll call was taken with all 13 members present.
County Attorney Clay Ford, County Judge Administrative Assistant Vickie Hopkins, Circuit Clerk
Myka Sample, County Sheriff Rodney Wright, Assessor Bob Ramsey, OEM Director Brandon Guillot
Human Resources Administrator Christy Peterson, Quorum Court Administrator Rhonda Richards, Chief
Deputy/Finance Administrator Lisa Montgomery, and Election Commissioner Jamie Clemmer were
present.
Motion made by Barbara Howell and seconded by Tammy Schmidt to approve the minutes of
the February 18, 2020 meeting. Motion passed by voice vote.
New Business:
Saline County Cooperative Extension Agent Kris Boulton spoke about the importance of Census
2020 and its impact on Saline County.
Motion made by Josh Curtis and seconded by Steve Gladden to suspend the rules and read all
ordinances by title only. Motion carried by voice vote.
Motion made by Pat Bisbee and seconded by Jim Whitley to approve the first reading on an
ordinance adding roads to the County Road System. Motion passed by voice vote.
Motion made by J. R. Walters and seconded by Clint Chism to approve the ordinance providing
for the establishment of a Flood Damage Prevention Program for Saline County. Roll call vote was taken
with all members voting yes. Motion passed 13-0. Ordinance 2020-08
Motion made by J. R. Walters and seconded by David Gibson to approve both appointments to
the Turtle Creek Fire Improvement District, Exhibits C and D. Motion carried by voice vote.
Motion made by Pat Bisbee and seconded by J. R. Walters to suspend the rules to include the
add-ons. Motion carried by voice vote.
Motion made by J. R. Walters and seconded by Tammy Schmidt to approve the ordinance
appropriating funds into the Reimbursed Overtime line of the Sheriff’s Department 1000.0400 budget
for Operation Triple Beam. Roll call vote was taken with all members voting yes. Motion passed 13-0.

Alex Ray with Johnson Controls gave a presentation on Performance Based Contracting.
The March Quorum Court meeting will be held at Hot Springs Village.
