Council Member Evelyn Reed declared a quorum and called the meeting to order. Introductions were
made around the room.
Council Member Reed asked for a motion to approve the minutes from the January 16th, 2019 meeting.
Council Member Steve Brown made a motion to approve. Council Member Jeff Morrow second. Motion
carried.
Community Services Agenda:
Brent Houston – Revision of Resolution 1 of 2020
City Attorney Brent Houston presented the committee with the revision to Resolution 1 of 2020 section 7.
This resolution will be waiving the reading requirements of all three readings on all ordinances. When the
ordinance comes through, it will be read one time. If you disagree with the option, you may voice opinion
and it will be read again. Resolutions will be read by title only. The titles will include significate information
explaining the resolution. Council Member Steve Brown made a motion to table the revision until the next
committee meeting. Council Member Frank Baptist second. Motion carried.
Permit Fees – Brad Jordan
Brad Jordan presented the committee with a revised list of the permit fees. Decision was made. Council
Member Frank Baptist made the motion to accept the revised permit fees. Council Member Steve Brown
second. Motion carried.
Entertainment District – Brad Jordan
Brad Jordan and the Hipskins presented the committee with making the Palace Theatre, 224 W South
Street, into an entertainment district. This was mentioned by the Alcohol Controlled Beverage’s Legal
Team since there will be alcohol served in several areas in the buildings and the placement of the rest
rooms. Council Member Steve Brown made a motion to create the Entertainment District for the Palace
Theatre. Council Member Frank Baptist second. Motion carried.
Amending Control Beverage Permit– City Clerk Cindy Stracener
City Clerk Cindy Stracener presented the committee with the Amended Control Beverage Permit as
discussed as the previous meeting. She also discussed the hours of operation for the permit will be the
same as the hours of the event. Council Member Frank Baptist made a motion to amend the Control
Beverage Permit. Council Member Steve Brown second. Motion carried.
Animal Control Agenda:
Return Fees for Pets – Ms. Hill
Ms. Hill’s pets were picked up by Benton Animal Control and she was charged $436.00 for them to be
return to her. One of the animals had to be picked up by her daughter due to the address on file was
different than what is on Ms. Hill’s license. A part of that payment was included because of her pets were
not sterilized. Ms. Hill also voiced her concern about animals being vaccinated every time they are
submitted to the Benton Animal Control. Council Member Steve Brown made a motion to table this
discussion until the next meeting. Council Member Frank Baptist second. Motion carried.
