Council Chair Ann Spencer Cole declares a quorum and calls the meeting to order. Introductions
are made around the room. Council Chair Cole made a motion to entertain approval of the
January 9th minutes, Council member Judd Hart made a motion, Council member Steve Brown
seconded the motion. Motion carried.

NEW BUSINESS –
CONDEMNATIONS
518 S. Market A & B– Judith Reed approached the podium identifying herself as the owner of
the property. She stated she received the notification for condemnation. She states the place
isn’t “that bad” and has requested additional time to fix it up. She doesn’t think it needs to be
torn down. Alderman Judd Hart asked when the last time any improvement has been made to the
house, Ms. Reeds response was that she put in a toilet and sink. Council Chair Ann Spencer
Cole asked when she planned to start the renovations to her property. Ms. Reed indicated the
hardest thing has been to find an electrician. Alderman Shane Knight stated that this isn’t the
first, second, nor the third time that she’s been before the council with a property that she’s
owned that’s been under a condemnation process. He’s advised that she’s had fair warning andwill vote to put through for condemnation. Alderman Hart provided pictures of the inside of the
house and asked if that was her property and if she had tenants living in there. She just replied
that she’s working on it and the back apartment is “fixed up”. Alderman Hart stated that if she
does what she says she’s going to do that it won’t be moved through the condemnation process
and even if the council approved for condemnation if she continues to work on it then it won’t go
to the court. Alderman Shane Knight made a motion to move 518 S. Market A & B through
the condemnation process. Alderman Steve Brown seconded the motion. Motion carried.

2001 Edison Avenue – No one from the public was there to speak on this address. Alderman
Judd Hart made a motion to move forward with the condemnation process. Alderman Jeff
Hamm seconded the motion. Motion carried.
6601 Alcoa Road – No one from the public was there to speak on this address. Alderman Judd
Hart asked if anyone knew the owner and when it may have burned, as well as if there were any
insurance issues that may hold things up. It was stated that Bruce Thomas who was not in
attendance would be able to provide that information. Alderman Judd Hart made a motion to
move forward with the condemnation process. Alderman Frank Baptist seconded the motion.
Motion carried.

PROPOSED RESOLUTION TO REAPPOINT COMMISSIONERS TO THE PLANNING
COMMISSION

Alderman Shane Knight and Alderman Steve Brown made motions to approve their
reappointments, Alderman Jeff Hamm and Alderman Judd Hart seconded the motions to
reappoint, motions carried.
ITEM C
PROPOSED RESOLUTION TO REAPPOINT/REINSTATE TERMS FOR THE
HISTORIC DISTRIC COMMISSION
Alderman Steve Brown commented that they are basically reappointing the slate of
commissioners with staggered terms. Alderman Brown also made a motion, Alderman Bill
Donnor seconded the motion. Motion carried.ITEM D
PROPOSED RESOLUTION TO REAPPOINT BARBARA NIX TO THE CIVIL
SERVICE COMMISSION
With no comments from the public or the council, Alderman Judd Hart made a motion to
approve, Alderman Jeff Hamm seconded the motion. Motion carried.
ITEM E
REVIEW PETITION AND ANNEXATION BY 100% OF OWNERS, THOMAS
PROPERTY, TRACT II
Alderman Frank Baptist asked where this property was located. Mayor Farmer stated that this
property was purchased back in January. It’s part of the first tract that was purchased that will be
part of the RV Park. Alderman Jeff Morrow asked how many tracts there were and Mayor
Farmer stated that there are 10 tracts total and that this is tract 2. Mayor Farmer also said that the
city is working on getting all the tracts annexed into the city. Alderman Jeff Morrow made a
motion for the Thomas Property Tract 2 annexation, Alderman Jeff Hamm seconded the
motion. Motion carried.
